DC&E Contract Approval
On September 12, 2006 the Board of
Supervisors approved the Scope of
Work and a Contract Agreement with
the professional planning firm of
Design, Community & Environment to
complete the Comprehensive General
Plan/Zoning Ordinance Update and
Environmental Impact Report for
Butte County. The term of the
agreement is September 12, 2006,
through September 30, 2009, in an
amount not to exceed $1,593,206.
Design, Community & Environment was
founded in 1995 and currently
employs 40 people. Their offices are
located in Berkeley, California.
They have a strong background in
comprehensive planning,
environmental review, public
participation, and Geographic
Information Systems. Design,
Community and Environment has won
both national and local awards for
public participation and
facilitation.
Design, Community & Environment’s
team of specialized subconsultants
includes the firms of Crawford,
Multari & Clark who would handle the
Zoning Ordinance Update; Jones &
Stokes, who would handle the
biological resources, cultural
resources, air quality, and noise
aspects of the General Plan;
Gallaway Consulting who would handle
technical studies and mapping
concerning county deer herds; Fehr &
Peers Associates who would handle
traffic and circulation issues; Bay
Area Economics who would handle the
Housing Element and economic and
fiscal analysis; and, Questa
Engineering who would handle issues
related to infrastructure, geology,
hydrology, water quality, and
hazards and safety.
Design, Community & Environment will
manage a Public Participation and
Outreach Program ensuring that all
interested Butte County Citizens
become aware of the General Plan
Update process and have an
opportunity to participate in the
process. Design, Community &
Environment will also lead all
Citizens Advisory Committee Meetings
and workshops and facilitate
outreach to the incorporated cities
within Butte County to promote
cooperative planning. Additional
area plan workshops are also
scheduled for Oroville, Chico,
Gridley-Biggs, Paradise, and the
Durham, Dayton, Nelson areas.
Sub-area workshops will also take
place within the major geographic
sub-areas of the County, including
the valley, foothill, and mountain
areas. |
