The First kick-off meeting of the
Citizens Advisory Committee took place on November
16, 2006. This meeting was focused specifically in
equipping the Committee members for the journey
ahead involving the Butte County General Plan 2030
process. Committee members and the public enjoyed a
social hour and dinner prior to listening to opening
talks from First District Supervisor and Vice
Chairman Bill Connelly and Second District
Supervisor Jane Dolan. Also present was District 5
Planning Commissioner Fernando Marin, Local Agency
Formation Commissioner Dee Hunter, and County
Administrative Officer Paul McIntosh.
As a means of introducing the
Committee members, each member was paired with
another Committee member. They used prepared
questions to interview each other and then introduce
each other. In this process, we all learned where
they lived, their inspiration for joining the
Committee, the assets that they believe make Butte
County a great place to live, and to describe a time
in their lives when they were a part of a winning
team or group.
A Presentation was made by
Development Services Director Tim Snellings about
what it means for Butte County to update the General
Plan, Zoning Ordinance and complete and
Environmental Impact Report supporting those new
documents (from now on these 3 documents will
collectively be referred to as 'Butte County General
Plan 2030). Also discussed were the challenges
and potential rewards that lay ahead. Additional

Cal LAFCO. Catherine Reilly, a Senior
Associate with Design, Community & Environment, gave
presentations on the Butte County General Plan 2030
process, and on the role the Citizens Advisory
Committee will play during the process. The
Committee members also learned about the 4-part
workshop series that that will include a Public
Workshop, a Citizens Advisory Committee meeting, a
Planning Commission Study Session, and a Board of
Supervisors Study Session.
During the last hour of the meeting there was an
opportunity to hear comments and questions from
Committee members as well as from the public.
Closing comments were made by Tim Snellings about
the next and last kick-off meeting scheduled for
December 7, 2006, starting at 5 pm at the Butte
College Cafeteria. This meeting will focus on
reviewing and providing input on the Draft Guiding
Principles, copies of which were distributed at the
meeting. Members will also finish up their
“homework” assignment with a discussion and slide
show of their own individual photos of Butte County,
showing aspects of Butte County that are valued, as
well as aspects that need to be improved or changed.
