The first Public Workshop for General Plan 2030
was held at the Southside Community Center in
Oroville on March 15, 2007. This workshop
focused on existing conditions and the
identification of county-wide issues that need
to be addressed by the General Plan 2030
process. A total of 54 members of the public
attended, along with 20 members of the Butte
County Citizens Advisory Committee.
Development Services Director Tim Snellings
opened the evening’s meeting, which started with
a presentation on the Butte County General Plan
2030 process by Michael Brilliot of DC&E. Mr.
Brilliot also provided an overview of the
Existing Conditions Briefing Book, which was
distributed at the meeting. DC&E Principal
David Early facilitated the workshop’s main
event, an exercise involving the identification
of Butte County’s assets and issues that need to
be addressed by the Butte County General Plan
2030 process. Participants were divided into
10 groups and each group was assigned a staff
facilitator. The assets and issues identified
by group members were recorded by each group’s
facilitator.
At the conclusion of the exercise, each group
selected a spokesperson that provided an
overview of their group’s assets and issues.
Over 150 assets and over 200 issues were
identified by the 10 groups involved in this
exercise. The information provided by each group
was provided to the Citizens Advisory Committee
at their meeting on March 29.
This information, categorized by Guiding
Principles, will also be provided to the
Planning Commission on April 13 and Board of
Supervisors at their planned Study Session to be
held on May 8.
