On November 7, 2007 Butte County Development
Services staff Tim Snellings, Dan Breedon and Chuck
Thistlethwaite met with Durham Recreation and Park
District Manager Jim Brinson, Feather River
Recreation and Park District Manager Bob Sharkey,
Paradise Recreation and Park District Manager Mike
Trinca, and Chico Area Recreation and Park District
Manager Steve Visconti to discuss the General Plan
2030 process and park district issues. Because Butte
County does not have a separate Parks and Recreation
Department, and does not operate or maintain park
facilities, coordination with each of the districts
located within Butte County is critical to future
planning. Each district manager was provided a Butte
County General Plan 2030 Briefing Book and Setting
and Trends Report CD, which directors were
encouraged to review and comment upon, especially
with respect to Chapter 8, Recreation. Directors
discussed planning for future facilities in the
unincorporated area and ensuring that the County and
districts coordinated policies and laws, such as the
Quimby Act, for the maintenance of existing parks
and new parks that may develop during the life of
the new General Plan. Directors recommended
coordination between the Butte County General Plan
2030 process and State Parks long range plans.
Because most districts cross jurisdictional
boundaries between the 5 incorporated cities and the
County, Directors expressed an interest in attending
future individual City/County “one-on-one” General
Plan 2030 meetings to coordinate future plans.
