The December 6,
2007, Citizens Advisory Committee Meeting was
attended by 26 Citizens Advisory Committee members
and 8 members of the public. The meeting started
with Director of Development Services Tim Snellings
providing an overview concerning accomplishments of
the General Plan 2030 process (view
PowerPoint). He also discussed the role,
procedures and guidelines for the Citizens Advisory
Committee and the functioning of future Public
Workshops and Citizens Advisory Committee Meetings.
He then introduced Butte County Board of Supervisors
Chair Jane Dolan (District 2) and Supervisor Curt
Josiassen (District 4). Supervisors Dolan and
Josiassen discussed the role and value of the
Citizens Advisory Committee and then took questions
from Committee members.
Principal Planner
Dan Breedon provided a brief overview of the Board
of Supervisors actions at their
Study Session
held on November 27, 2007 concerning the
finalization of the Land Use and Transportation
Alternatives. He also provided a summary of
General Plan 2030 Contract Modification #1,
which was approved by the Board of Supervisors on
November 6, 2007, allowing for more evaluation of
the alternatives and providing funds for additional
General Plan 2030 meetings

A Panel Discussion
on local government funding and land use planning
was facilitated by Development Services
Assistant
Director Pete
Calarco, which included representatives from several
local jurisdictions

This panel (Greg Iturria, Butte County Deputy
Administrative Officer; Steve Peterson,
City of Chico
Planning
Director; Andrea Redamonti, City of Gridley Planning
Director) covered a number of questions and took
questions from Committee members. Planning Manager
Chuck Thistlethwaite then provided a basic overview
of legislation surrounding the topics of greenhouse
gas emissions and climate change, including the
Global Warming Solutions Act of 2006.
In closing, Tim
Snellings announced that Meeting Series #4,
"Alternatives Evaluation and Selection" is expected
to begin with a Public Workshop in March, 2008 and
Citizens Advisory Committee meetings beginning in
April, 2008. Another Citizens Advisory Committee
meeting is scheduled for January, 17, 2008, which
will include presentations on Water issues including
surface water, groundwater, recharge and other
important topics from the CA Department of Water
Resources and the Butte County Department of Water &
Resource Conservation AND the
Butte Regional Habitat Conservation Plan from
the Butte County Association of Governments.
