Services Director Tim Snellings and Principal
Planner Dan Breedon presented information about
Butte County General Plan 2030 to the 15 Butte
County School District Superintendants at the Butte
County Office of Education. Each superintendent was
provided a General Plan 2030 Briefing Book, General
Plan 2030 Newsletter, and a Setting and Trends
Report CD. Tim Snellings presented a PowerPoint
presentation that provided a detailed overview on
the Butte County General Plan 2030 process.
Superintendents were interested in how schools fit
into the General Plan 2030 process. Superintendents
were encouraged to review the land use alternatives
proposed within their district, and to follow the
preferred alternative selection process currently
underway. Superintendents were also interested in
how city and county general plans worked together
and what happens when there are conflicting plans.
Mr. Snellings related that Butte County has been
working closely with each of the 5 incorporated
cities through individual meetings to ensure
cooperation on General Plan issues, but that cities
can annex county lands and implement their own
plans. Mr. Snellings also discussed the concept of
the “fiscalization” of land use, which promotes
cities and counties competing for sales tax revenue,
a trend that could be detrimental to sound land use
policy but that could be avoided through revenue
sharing agreements. At the conclusion of this
presentation all superintendents were provided staff
contact information for any comments or questions
concerning the Butte County General Plan 2030
process.
