Greetings Everyone:

I have the following three VERY IMPORTANT developments to apprise you about concerning Butte County General Plan 2030:

1) The Butte County Board of Supervisors and the Butte County Planning Commission will hold a JOINT Meeting/workshop that will focus on the Butte County Deer Ranges and Habitat. This meeting will take place on July 22, 2008, at 2:00 pm at the Southside Community Center, 2959 Wyandotte Ave, Oroville. The Contract with Butte County General Plan 2030 Consultant Design, Community & Environment (DC&E) calls for the completion of a technical study on the Butte County Migratory Deer Ranges. The study entitled: Technical Study and GIS Model for Land Use within the Migratory Deer Range, was completed in February, 2008. The Technical Study includes mapping of local deer ranges covering all of Butte County.

This joint workshop is being held to inform both the Board of Supervisors and Planning Commission about this Technical Study and how it will be used during the Butte County General Plan 2030 process. Guest speakers include Mr. Henry Lomeli, Associate Wildlife Biologist from the California Department of Fish and Game, who will provide an overview of migratory deer herd habitat issues related to land use. Kevin Sevier, project manager responsible for the Technical Study from Gallaway Consulting, will explain the methodology and process used in developing the new study as well as the interpretation of the data.

2) The Butte County Board of Supervisors will hold the following Special Meetings (at the Board Chambers, 25 County Center Drive, Oroville) on two consecutive days concerning the Selection of a Preferred Land Use Alternative for Butte County General Plan 2030:

A. Tuesday, July 29, 2008 (9:00 am to 4:30 pm)
B. Wednesday, July 30, 2008 (9:00 am to 4:30 pm)

These final two meetings of Meeting Series 4 are very important steps in the Butte County General Plan 2030 process, during which the Board of Supervisors will choose a preferred land use alternative that will identify areas for both growth and conservation. Each Study Session will start at 9:00 am and end at approximately 4:30 pm and will take place at the Butte County Board of Supervisors Board Chambers, 25 County Center Drive, Oroville. The Board of Supervisors’ Study Sessions are open to the public.  Members of the public are encouraged to come and speak to the Board of Supervisors concerning the evaluation and selection of a preferred land use alternative for Butte County General Plan 2030.

A complete Staff Report that includes over 1,700 pages of reports, documents, and comments pertaining to Meeting Series 4 will be posted to the Butte County General Plan 2030 website very soon.

The Board of Supervisors will review both the Planning Commission’s and Citizens Advisory Committee’s recommendations for a Preferred Land Use Alternative as well as all public input received during this process, including the Public Workshop held on March 27, 2008. The Board will take final action on the Preferred Land Use Alternatives for each of the 31 Study Areas listed below at the date and times shown:

3) I would also like to bring you up to speed on the outcome of the June 5, 2008 Citizens Advisory Committee Meeting that was devoted to the overall organization and outline for Butte County General Plan 2030. The June 5, 2008 Citizens Advisory Committee Meeting took place at the Bell Memorial Union at Chico State University from 5:00 pm to 9:00 pm. At the meeting’s conclusion, the CAC voted to recommend the following:

  • Highlight Community Character, Youth Development and Sustainability in the Vision
  • Add an optional Water Element
  • Add an optional Economic Development Element
  • As included in the DRAFT OUTLINE, keep an optional Agricultural Element
  • As included in the DRAFT OUTLINE, keep an optional Community Character Element
  • Combine the Safety & Noise Elements into a Health & Safety Element
  • As included in the DRAFT OUTLINE, combine the Conservation, Open Space and Recreation Elements into one Element
  • The above are added to the Land Use, Housing, Circulation and Public Facilities & Services Elements

This recommendation will be forwarded to the Planning Commission on July 24, 2008. From there, it will move forward to the Board of Supervisors on August 19, 2008 as a part of the Department of Development Services General Plan 2030 regular update. During Workshop Series 5, this set of Elements will serve as the "container" for Goals & Policies developed during that Meeting Series. Also, during Workshop Series 5, the process will explore logical groupings of the various Elements. These are important steps to help create a General Plan that will be legally strong, clear and an easy to read policy-level document
