Hi everyone...lots to report:

1) As you may recall, the Board of Supervisors completed their evaluation and selection of the preferred land use alternative for Butte County General Plan 2030 at all-day Study Sessions held on July 29 and 30th. Since then, General Plan 2030 staff has been busy transferring the selections made by the Board into map and tabular form for viewing by the public. This information has now been posted to the General Plan 2030 website and is available at the following link:

From this page you can view the Preferred Land Use Alternative (PLUA) Maps, review a table that shows the PLUA for each of the 31 Study Areas, and view the Board of Supervisor’s voting summaries for each of the Study Areas.

We will also post the official meeting notes from the Board’s two Study Sessions as soon as they are completed.

2) Goals and Policy Development Phase of Butte County General Plan 2030 (Meeting Series 5)

Goals and Policy Development (Meeting Series 5) is scheduled to begin with a Public Workshop on Monday,  September 8, 2008. The Board of Supervisors also recently approved the dates of January 21 and 22, 2009 for holding their two Study Sessions on this Meeting Series. The following shows the schedule of meetings associated with this Meeting Series, including the CAC’s meetings:

  • 09/08/2008 - Public Workshop at Southside Center (5-9pm)
  • 10/02/2008 - Citizens Advisory Committee at Butte College (5-9pm)
  • 10/09/2008 - Citizens Advisory Committee at Butte College (5-9pm)
  • 10/16/2008 - Citizens Advisory Committee at Butte College (5-9pm)
  • 11/07/2008 - Planning Commission Study Session (9-5pm)
  • 11/14/2008 - Planning Commission Study Session (9-5pm)
  • 01/21/2009 - Board of Supervisors Study Session (9-5pm)
  • 01/22/2009 - Board of Supervisors Study Session (9-5pm)

3) Butte County General Plan 2030 Draft Format Approved by the Board of Supervisors

On July 24th the Planning Commission met regarding the organization and format of the draft General Plan. Planning Manager Chuck Thistlethwaite presented the work results of the June 5th Citizens Advisory Committee meeting on this topic to the Planning Commission. After extensive discussion, the Planning Commission concurred with the Citizens Advisory Committee recommendations regarding the draft General Plan format, and forwarded this recommendation to the Board of Supervisors. The Board considered this information on August 19, 2008, and also voted to approve the draft General Plan format as recommended.

The Draft format for Butte County General Plan 2030, as recommended by the Citizens Advisory Committee and Planning Commission, and approved by the Board of Supervisors is as follows (the order of the elements below was not part of the approval and can be further refined as part of the workshop series of development of goals and policies):

1) Executive Summary (including discussions of sustainability and youth development as part of the County’s Vision Statement)

2) Introduction & Overview

3) Land Use Element

4) Housing Element

5) Economic Development Element

6) Agricultural Element

7) Water Element

8) Circulation Element

9) County Character Element

10) Conservation, Open Space & Recreation Element

11) Health & Safety Element (including the Noise Element)

12) Public Facilities & Services Element

13) Action Plan
