Alternatives Document (“Policy Alternatives Updated 9-22-08”, 35 pages)
This document represents
the collected policy work that has taken place during the Butte County
General Plan 2030 process. This document is the foundation for the
discussion that will take place during the 3 CAC meetings. Each of the
meetings will be devoted to the policy topics shown below. The policy topic
areas correspond to the Policy Alternatives Document.
4. Model General Plan
Air Quality Element (“ModelAQElementbutte”, 15 Pages)
CAC members should review
this document that pertains to air quality policy in anticipation of the
October 16 CAC meeting and the discussion on Green House Gas Emissions and
Air Quality. It is the recommendation of staff that this policy be
incorporated into the Draft General Plan. This Model Element was approved
by the Butte County Air Quality Management District in January 2008. It
also provides an excellent overview of Air Quality issues pertinent to Butte
County.

Agricultural Enhancement Report (“Agricultural Enhancement Report”, 22
pages)
CAC members should review
this report in anticipation of the October 2 (Urban Growth Boundaries) and
October 9 (Agriculture) CAC meetings. The report was completed by DC&E and
provides a valuable assessment of techniques used in Butte County to enhance
Agriculture, and provides information on other techniques successfully used
in the state that the County may wish to consider using. You will find that
much of this information is directly applicable to the topic areas related
to agriculture in the Policy Alternatives Document.
6. Water Policy Alternatives Discussion Paper (“Water Policy Alternatives
Discussion Paper092708”, 4 pages)
This paper has been
provided by Paul Gosselin, Director of the Butte County Department of Water
and Resource Conservation. CAC members should review this report in
anticipation of the October 9 CAC meeting that will include the Water
Resources policy discussion. This paper provides additional information
including a discussion on the Groundwater Conservation Ordinance (Chapter
33) and makes staff recommendations concerning water resources policy,
strategies, and tools.
