1. Policy Alternatives Document (“Policy Alternatives Updated 9-22-08”, 35 pages)

This document represents the collected policy work that has taken place during the Butte County General Plan 2030 process.  This document is the foundation for the discussion that will take place during the 3 CAC meetings.  Each of the meetings will be devoted to the policy topics shown below. The policy topic areas correspond to the Policy Alternatives Document.

2. Official Meeting Notes and Summary of September 8, 2008 Public Workshop (“9-8-08 workshop input summary DCE Revised” and “9-8-08 Workshop table notes”, 30 pages)

This document provides a detailed overview of the recommendations and comments made at the September 8, 2008 Public Workshop.  CAC members should carefully review these notes as they represent the comments and input received from the public regarding Goals and Policy Development. Topics under these notes also correspond to the Topics in the Policy Alternatives Document.  Also included in this summary are the small group exercise notes that reflect the notes taken on chart paper for the 28 facilitated small group discussions that took place.

3. September 8, 2008 Small Group Exercise Notes

At the Public Workshop on September 8, 2008, each topic had up to three different groups of public participants providing ideas/information about Goals & Policies.  A summary of the Flip Chart Notes is provided.

4. Model General Plan Air Quality Element (“ModelAQElementbutte”, 15 Pages)

CAC members should review this document that pertains to air quality policy in anticipation of the October 16 CAC meeting and the discussion on Green House Gas Emissions and Air Quality.  It is the recommendation of staff that this policy be incorporated into the Draft General Plan.  This Model Element was approved by the Butte County Air Quality Management District in January 2008.  It also provides an excellent overview of Air Quality issues pertinent to Butte County.

5. Agricultural Enhancement Report (“Agricultural Enhancement Report”, 22 pages)

CAC members should review this report in anticipation of the October 2 (Urban Growth Boundaries) and October 9 (Agriculture) CAC meetings.  The report was completed by DC&E and provides a valuable assessment of techniques used in Butte County to enhance Agriculture, and provides information on other techniques successfully used in the state that the County may wish to consider using.  You will find that much of this information is directly applicable to the topic areas related to agriculture in the Policy Alternatives Document.

6. Water Policy Alternatives Discussion Paper (“Water Policy Alternatives Discussion Paper092708”, 4 pages)

This paper has been provided by Paul Gosselin, Director of the Butte County Department of Water and Resource Conservation.  CAC members should review this report in anticipation of the October 9 CAC meeting that will include the Water Resources policy discussion.  This paper provides additional information including a discussion on the Groundwater Conservation Ordinance (Chapter 33) and makes staff recommendations concerning water resources policy, strategies, and tools.

   

Meeting Series #5 Goals and Policies Development (Task G)

County staff and the DC&E team will present the preliminary policy issues at a community workshop. At this workshop, DC&E will develop an interactive exercise to refine the policy issues and identify potential trade-offs that may arise because of potentially inconsistent policies. Based on input at the workshop, County staff and DC&E will then develop recommended goals and policies. These preliminary goals and policies will then be presented to the Citizens Advisory Committee for their input and feedback, followed up by the Planning Commission and Board of Supervisors. Some policies may be carried over from existing General Plan documents, while others will be new policies drafted by DC&E. All policies will comply with the Guiding Principles and will be intended to implement the selected preferred alternative.

In addition to discussing goals and policies, County staff and DC&E will present the Draft Outline of the General Plan to the Citizens Advisory Committee, the Planning Commission and the Board of Supervisors for their input and feedback. Following Meeting Series #5, County staff and DC&E will hold up to two additional meetings each with the Planning Commission and the Board of Supervisors to review and refine the recommended goals and policies.
