2009-12-08 Board of Supervisors Meeting to
discuss the Concow/Yankee Hill Area |

BACKGROUND: At the
September 17, 2009 General Plan 2030 Public Workshop
held on the Draft General Plan 2030 document and
map, members of the Concow and Yankee Hill
communities spoke about their community and the need
for further review concerning proposed General Plan
2030 land use designations. Further communications
took place between Development Services staff and a
local community group, the Golden Feather Community
Alliance. A variety of concerns were brought up,
including the need to redesignate the area in Concow
now designated as “Resource Conservation” under
Butte County General Plan 2030 to “Foothill
Residential” to more closely match land use patterns
and needs in the Concow area. Community members have
also expressed that participation in the Butte
County General Plan 2030 process during the
Alternatives Evaluation and Selection phase was
limited by the Camp Fire during the summer of 2008,
which was especially devastating to this area. |

Brief Meeting Summary:
-
Changed the Resource Conservation
designation in Concow to Foothill
Residential, and provided direction that
existing zoning will guide future zoning in
this area.

Instructed staff to provide additional
detail in the Zoning Ordinance concerning
the allowance of agricultural uses in FR
zones.

Instructed staff to work with Concow/Yankee
Hill groups on identifying TM parcels that
could potentially be changed to FR, which
would also allow for second dwellings on
these parcels.

Instructed staff to review the list of
commercially zoned and designated properties
against the 2030 land use map and recommend
changes where needed.

Update the Retail/Office GP 2030 designation
to include a residential component for a
Rural Commercial zone, and develop a Rural
Commercial zone in the Zoning Ordinance.
