Meeting
Purpose:
The Board of Supervisors is being asked
to provide Policy direction on 4 topics
related to the DRAFT Zoning Ordinance.
This
meeting is open to the public who is
welcome to come and comment on these
issues. The four issues are:

The process and updated schedule
for reviewing the Draft Zoning
Ordinance leading to adoption

The concept of utilizing a
Zoning Administrator function in
the Draft Zoning Ordinance as
the review and approval
authority for Minor Use Permits,
Minor Variances, Interpretations
of the Zoning Ordinance,
Tentative Parcel Maps, and other
minor permit processes (Draft
Section 24-260)

The concept and strategy of
permitting Accessory Uses within
the Draft Zoning Ordinance
(Draft Section 24-150)
-
The Policy Question of how to
permit Solar Energy land uses in
Agricultural zones within the
Draft Zoning Ordinance. (Draft
Section 24-151 and 24-12)
This meeting is
critical to the process of creating
DRAFT #2 of the Zoning Ordinance that
has been under public review since July
2, 2010. Before staff is able to
release DRAFT #2, we are in need of
Policy direction from the Board of
Supervisors on these four topics.
What Will Not
Be Discussed At This Meeting:
Since this meeting is focused on the
four Policy Questions that are needed to
be answered in order to produce DRAFT #2
of the Zoning Ordinance, the Board will
not yet be answering specific text
questions, issues with uses in zones
(except Accessory and Solar Policy
issues), nor map issues related to
specific parcels. These will all
be the subject of future meetings.
Our basic process is upon completion of
this meeting, to return back to the
Planning Commission for further
technical review and public comment.
These meeting dates will be announced
after DRAFT #2 of the Zoning Ordinance
is released.
