What
is a Community Plan?
The community plan is a powerful tool for addressing
local issues, such as land uses, natural landscape,
community character, and public facilities – the
elements that make each community unique. The
process of developing a plan is an opportunity for
the community to tailor new goals and policies to
meet the needs of the community today and for the
near future.
What will it do for your community?

Provides guidance for County decisions within the
community

Needs
to be consistent with the overall framework of the
general plan
·
Community plans establish how land will be used by
setting forth broad guidelines for the extent and
nature of growth

Community Plans are land use policy documents.
·
Applies to a specific, often unique, geographic area
within a county.

Establishes (or protects) the density, form and
character of a community.
What
won't it do for your community?
As the general plan is the "constitution" for land
use and development in a county, a community plan is
the “blueprint” for a specific community.
A Community Plan for an existing community such as
Forest Ranch can only be successful if it shaped and
formed by the citizens who it serves. Generally a
Community Plan will not be successful if it does not
have broad support for its adoption. The adopted
Community Plan is not a static document but can be
amended by the Board of Supervisors to meet the
area’s changing needs into the future.
