The Fiscalization of Land-Use The phenomenon we are describing is often called "the fiscalization of land use". Though awkward, this phrase is accurate. It simply means: a policy environment in which land-use decisions are made mostly or entirely based on fiscal considerations, rather than with an eye toward healthy and balanced communities. Through the Butte County General Plan 2030 process, we want our citizens to be aware of this issue and the efforts underway to address this matter so that the cities and the County can do 'good planning'. |

This is also an issue that is being discussed at
the various Cities/County 1 on 1 meetings. There is clear
communication occurring that the County's services must be funded
when large tracts of land potentially annex to the various cities.
This is critical that a strategy is developed with each jurisdiction
to maintain service levels.
