The Citizens Advisory Committee (CAC) primarily in the Butte County General Plan 2030 process has the role of providing community input to the 8 workshop series issues. Actual drafting of the general plan is left to the staff, planning consultants, and the planning commission, under the periodic review of the CAC during the 8 workshop series. As with any appointed body, the meetings and workshops of the committee are subject to the Open Meeting Act (§54950 et seq), requiring public notice. Holding to the old adage that “too many cooks spoil the broth,” the California Governor's Office of Planning and Research (OPR) does not recommend establishing both a steering committee and a citizens advisory committee. |
