BMR Below-market-rate dwelling unit (1) Any housing unit specifically priced to be sold or rented to low- or moderate-income households for an amount less than the fair-market value of the unit. Both the State of California and the U.S. Department of Housing and Urban Development set standards for determining which households qualify as “low income” or “moderate income.” (2) The financing of housing at less than prevailing interest rates. http://www.hud.gov/
CAC Citizens Advisory Committee The Citizens Advisory Committee (CAC) primarily in the Butte County General Plan 2030 process has the role of providing community input to the 8 workshop series issues. Actual drafting of the general plan is left to the staff, planning consultants, and the planning commission, under the periodic review of the CAC during the 8 workshop series. As with any appointed body, the meetings and workshops of the committee are subject to the Open Meeting Act (§54950 et seq), requiring public notice. Holding to the old adage that “too many cooks spoil the broth,” the California Governor's Office of Planning and Research (OPR) does not recommend establishing both a steering committee and a citizens advisory committee. http://www.buttegeneralplan.net/cac
CBD Central Business District The major commercial downtown center of a community. General guidelines for delineating a downtown area are defined by the U.S. Census of Retail Trade, with specific boundaries being set by the local municipality.
CC&Rs Covenants, Conditions, and Restrictions A term used to describe restrictive limitations that may be placed on property and its use, and which usually are made a condition of holding title or lease.
CEQA California Environmental Quality Act California Environmental Quality Act means the State statutes and guidelines enacted by the California legislature in 1970, (Public Resources Code, Section 21000 et. Seq.) that contains a process for conducting environmental review for projects. http://ceres.ca.gov/ceqa/stat/
CFD Mello-Roos Community Facilities District Under the Mello-Roos Community Facilities Act of 1982 (§53311, et seq.), a legislative body may create within its jurisdiction a special tax district that can finance tax-exempt bonds for the planning, design, acquisition, construction, and/or operation of public facilities, as well as public services for district residents. CMP Congestion Management Plan A mechanism employing growth management techniques, including traffic level of service requirements, standards for public transit, trip reduction programs involving transportation systems management and jobs/ housing balance strategies, and capital improvement programming, for the purpose of controlling and/or reducing the cumulative regional traffic impacts of development.
CNEL Community Noise Equivalent Level A 24-hour energy equivalent level derived from a variety of single-noise events, with weighting factors of 5 and 10 dBA applied to the evening (7 PM to 10 PM) and nighttime (10 PM to 7 AM) periods, respectively, to allow for the greater sensitivity to noise during these hours.
EIR Environmental Impact Report (State) Environmental Impact Report means a concise report statement setting forth the environmental effects and considerations pertaining to a project as specified in CEQA. An EIR document is prepared to analyze the potential environmental damage and impacts caused by implementation of a project. http://ceres.ca.gov/ceqa/
FEMA Federal Emergency Management Agency Agency of the US government tasked with Disaster Mitigation, Preparedness, Response & Recovery planning. http://www.fema.gov/
FIR Fiscal Impact Report A projection of the direct public costs and revenues resulting from population or employment change to the local jurisdiction(s) in which the change is taking place. Enables local governments to evaluate relative fiscal merits of general plans, specific plans, or projects.

HCD Housing and Community Development Dept, State of CA One of 13 departments within the Business, Transportation and Housing Agency established to provide leadership, policies and programs to expand and preserve safe and affordable housing opportunities. http://www.hcd.ca.gov/
HUD U.S. Department of Housing and Urban Development Federal office which oversees home ownership, low-income housing assistance, fair housing laws, homelessness, aid for distressed neighborhoods, and housing development programs. http://www.hud.gov/
LAFCO Local Agency Formation Commission LAFCO is a state mandated local agency that oversees boundary changes to cities and special districts, the formation of new agencies including incorporation of new cities, and the consolidation of existing agencies. The broad goals of the agency are to ensure the orderly formation of local government agencies, to preserve agricultural and open space lands, and to discourage urban sprawl. http://www.buttelafco.org
