Keeping Our Eye On The Ball |
DDS Staff has worked hard on two recent public meetings, the first being the joint meeting with the cities of Biggs & Gridley City Councils and the Butte County Board of Supervisors. This was held on February 26, 2008. We also followed that meeting with an excellent Citizens Advisory Committee meeting on March 28, 2008 where we discussed several topics to help equip us for Workshop Series #4, including Sustainability, Deer Herd and Wildland Fire.
We are about to enter a critical part of the General Plan 2030 process. DDS Staff, several other County Departments, our lead consultant and sub-consultants have been working very diligently on the finalization of the Alternatives Evaluation Report. This report, which analyzes 9 different constraints for our 31 unincorporated Study Areas and for each of our 3 alternatives, is the foundational document to be used in Workshop Series #4, the Selection of a Preferred Alternative. |
The release of the Alternatives Evaluation Report will occur by March 15, 2008 |

Preparing for Workshop Series #4 |
Workshop Series #4 promises to be an exciting and challenging part of our journey. While our consultant team is hard at work analyzing the impacts of various constraints on the 31 County Study Areas and the 3 different Alternatives, Development Services staff is helping to equip the Citizens Advisory Committee with additional resources to help with this upcoming discussion. To that end, we have held training workshops on issues such as Fiscalization of Land Use, Climate Change, Water and the Butte Regional Conservation Plan. |
The next Citizens Advisory Committee meeting will be February 28, 2008 at the Butte College Cafeteria from 5-9 pm. We will discuss the Fire Safe Council, Sustainability and the DRAFT Deer Herd maps. The public is also invited to attend. We begin Workshop Series #4 with a Public Workshop on March 27, 2008 in Chico at the Little Chico Creek School at 5 pm. |

Preparing for Workshop Series #4 |
With the completion of Workshop Series #2/3, the staff at the Butte County Department of Development Services are currently working with DC&E and the sub-consultant team on a constraints analysis for each study area (approved by the Board of Supervisors for study on 11-27-2007) in each of the 3 alternatives for the following: Transportation and Circulation, Fiscal Impacts, Agricultural Impacts, Water Supply, Wastewater Infrastructure, Biological Resources (including information provided by the HCP), Cultural Resources, Public Services, and Safety/Hazards. This will provide information for Workshop Series #4, the creation and finalization of a Preferred Alternative. This Workshop promises to be one of the toughest of the process of creating Butte County General Plan 2030. People are encouraged to help prepare for that public discussion by reading materials at http://www.buttegeneralplan.net/products . |
Workshop Series #4 will start in March 2008 with a public workshop. It will be followed by a series of Citizens Advisory Committee meetings in April, 2 Planning Commission meetings in May and a Board of Supervisors Special Study Session in June...this is 'the plan'. |

Economic Summit |
Staff continues to focus current efforts on preparation for the upcoming Economic Summit on October 15, 2007 at the Sierra Nevada Brewery in Chico. There are a lot of details to coordinate and issues to finalize. We are very excited about this event. We expect about 150 people to attend. There has been tremendous support from many businesses, counties and consultants. We are grateful to each for their contribution and look forward to an extremely successful day on October 15, 2007. It is recommended that you pre-register at the site above. Attendees are encouraged to arrive between 7:45 am and 8:00 for check in and a light breakfast. The program will begin at 8:30 am. We will take the information that is received from this workshop and incorporate it into the Butte County General Plan 2030 process. |

Setting and Trends Report |
As promised, the Setting and Trends Report (Public Draft) was released at the Citizens Advisory Committee meeting on 08-02-2007. A CD is available upon request by sending an email to dbreedon@buttecounty.net . Also, you can visit http://www.buttegeneralplan.net/products/SettingandTrends and download the whole document or a particular chapter that you might be interested in. |
Since the document is so large (over 1,000 pages), it was released as a Public Draft. It is our hope that the public will give the document careful review and comment. Please feel free to offer any suggestions that would help improve the document. The goal is to have it completely reviewed by the public, with comments provided to dbreedon@buttecounty.net by the middle of 2009. That way, the report can be finalized with the adoption of the new General Plan and Zoning Ordinance in September 2009. |

City/County Coordination |
Butte County Development Services General Plan 2030 staff met with the City of Chico Planning staff to review and evaluate the proposed alternatives for potential 'change areas' around the City of Chico. The goal was to make sure that at least one of the proposed three alternatives was acceptable to city staff, based on their understanding of their Council direction. This was an important effort to follow through on the General Plan 2030 Guiding Principle of City/County coordination. |

Alternatives Development |
Butte County staff and DC&E continue to develop information for presentation at the upcoming Citizen's Advisory Committee meeting on Thursday, August 2, 2007 at Chico State University. The task is to gather and assemble the information generated to date on several Policy Questions and Geographic Growth Potential areas. At the Aug 2nd meeting, DC&E will facilitate exercises with the CAC and the public to refine each Policy Question and Geographic area to 3 distinct options/alternatives. |

Setting & Trends Report |
DDS staff has been working diligently with DC&E staff to complete the creation of the 19 chapters of the Setting & Trends Report. The document is full of information to establish a baseline that will be used to develop the Environmental Impact Reports for Butte General Plan 2030. |
This report will soon be finalized and printed and released at the upcoming Citizens Advisory Committee on Thursday, August 2, 2007. |
